Using a parameter with a range and custom values in the header

I'm using CR XI.

I have a string parameter that has Allow Range Values and Allow Custom Values both set to true. I tried using join({? Jobs},",") to list them all in the header but I can't. I have a feeling it's because join() doesn't like range and custom values together. Is there a way to fix this?

Thanks! I changed the formula slightly because I got an error from it but I got it to work.
