using a newer config file on older software

I'm pretty sure its not possible to use a config file from a 10.0 and use it on a 9.1 because of the plds but i want to make sure before i program everything manually, or if there is anyway to make it easier?

You should be fine. 9.1 and 10 are not that far apart. 9.1 supported ADI and PLDS.
Open the config in 9.1 Manager. Save it.
Open that offline config and send it to your IPO. No reason to reprogram.
