Using a Linux box for a 46XX file server

All, we have a few Win 2003 servers that I am being tasked to replace as they are at end of support with Windows. We used MV_IPTel for years on the servers to help the phones get their firmware. MV_IPTel does not run on Win 2008 or higher. For our 46XX phones we want to use the Linux box. I have MV_IPTel installed and running on the box but I am getting the errors below: FTP Server not responding, and FTP time out on phone backups. Any pointers would be appreciated.
We are using Win 2008 for all our 96XX and 96X1 phones which work well with them using INETPUB but the 46XX phones do not like this at all.
 
Why not VMWare a Utility Server? Same thing but wrapped into a dedicated virtual machine.

I don't really know what to suggest to help you beyond basic OS administration. IPtables? Is something else on that server running FTP on port 21, etc
