Using a different codec from Microsoft DV to capture???

I have an Belkin IEEE 1394 firewire capture card (cheap one)and the default codec is Microsoft DV. I am running Windows XP Pro and Adobe Premiere 6. Although I have no problems capturing, I would like to capture at a lower resolution to conserve space (I have alot of footage to capture). I would like to capture at 25%. Is there a way to change Microsoft DV settings. I have tried to use a DVCSwitch but it still captures using the default Microsoft DV. Yes, I have installed the DVCSwitch correctly and can access my other codecs but it does not change the actual capture. Is there anything I can do? Do I have to get a different capture card? What would you recommend? Any help would be appreciated. Thanks.
