users with same security are unable to view all messages in Oultook

I have a mailbox that several users have user access to however only two of the users are able to see all messages in the inbox. I chekced the security on the Exchange server and all users have the same access. Is there something I'm missing here? This has never happened with this mailbox before and as far as I can see nothing has changed other than the location of the information store. The users are able to view new messages sent to this mailbox. I've tried changing the primary account to one of the users that are unable to view all messages and they are still unable to view all messages. Has anyone had this problem before?
 
Is the sensitivity of the message that can't be seen set to something higher than normal (i.e. Private, Confidential,...)? A message with a higher sensitivity can only be seen when opening the mailbox as the primary mailbox.
