We recently converted to Office 365 and copied our public calendars across to a public calendar in Exchange 2013. We granted permissions to all users who should be able to see it. Our users working from within the domain can see these calendars but those using OWA or any user using the calendar feature on the Office 365 web portal cannot view the public calendars.
