Users unable to change proxy settings when working off the network

I have added GPO in "User Configuration\Windows Settings\Internet Explorer Maintenance\Connection" to automatically configure the proxy settings and auto configuration options. The problem is that when laptop users are working at home/hotel, they are unable to deselect "Use automatic proxy confiruation script" in their Internet Explorer and thus cannot gain access to the internet.
I was under the impression that if it couldn't find the proxy server it would bypass and go direct. Have I missed something?

for the proxy, nope!!

you'd need to install a local proxy that is set up to do this type of failover..
eg: Proximitron...

or you can let them disable GPO settings while not connected...
Killpol: tool enables you to temporarily remove policy restriction for the current user.
