Users still have ability to change desktop background.

Ok, I have gone over everything I can see through the group policy to restrict the users from changing or having access to control panel to change their desktop background, yet all someone has to do is go to a website and set a picture as background and it changes. What am I missing?

put it on the local machines and then point gpo to it, is how i get passed it!! i had troubles with 2003 server till i did that!! good luck
