Users session limits with PowerBuilder

Is there a way to limit the number of sessions a user can start/enable within PowerBuilder?

For example say I have a ten user license for PowerBuilder, I want to prevent a user from launching all ten instances of PowerBuilder and creating a DOS. I would like to find a way from preventing users from opening more than one instance
 
If each user has an unique log on id to your system, you can write to a table when they log on and then prevent any further logons from the same ID. You will have to provide a way to 'reset' (delete) the entry if the user crashes the system so they can properly log on again.
