users not being prompted for password in secure db

We have an Access database that is secured and used to prompt for a username and password but stopped doing so this morning.

We open the database with a shortcut (points to the correct workgroup file) and this shortcut hasn't changed. When you open it using the shortcut, it doesn't prompt you for a password and just lets you on (default user permissions).

What could cause this?

Bad system file?
