Users need Admin privileges to run software - Registry?

A standard NT workstation has been built by a former employee. When a user comes to use the PC - they find that they need Admin privileges to be able to run some software packages. If you rebuild the PC - then this problem is resolved.

There are no .POL files on the PC. Nothing obvious in the registry that i can find. Are there any tweaks that may be able to resolve this? Is there a key that may need to be removed? There are another 30PC's with this problem.

Does it specifically say that they need Admin privelidges?

If not, it could just be the permissions set on the folder where the program is kept. Try taking a look at them and if you need to, add whatever users to change permissions.
