Users hang after motd

On one of our LPARS on a p/690 running AIX 5.1 ML 3 we get users hanging after the message of the day. You can rsh but that then freezes after 5 mins. /etc/profile and /etc/environment are the same as the other LPARS. The box gradually ground to a halt but the console continued to work. The LPAR was 85% idle.

If /etc/profile and /etc/environemnt are same,
check .profile in hang user's home directory.
Do they use a common .profile(such as symbol link)?
Did some filesystem fulled?

Check you paging space.

.profile in users home directory had no issues. Some users got on some didn't. There are no links in there. Paging space was 8% used and sar showed no performance issues and topas didn't highlight anything either.
