Users don't have internet

Hi

I have a server with 2 NICs( private & public) i want other users in our LAN can connect to internet via this server.
so i did the following

1- activated RRAS with manuall configuration
2- Let RRAS set IP to users via DHCP

so any users who want to connect to internet make a VPN Connection to the server.any thing is fine up to now. but the problem is that they can not connect to internet.what is the problem?

i should say on that server I have ISA server 2000 installed. which it can work fine.
i don't know what should i check , how should i debug? please help me.
 
why do you need vpn to connect to the internet? configure your ISA server to allow outbound internet access.
 
because i want to have more accounting option than ISA have.
e.g

1- set users work (e.g) 2 hours in a day , but every hours they want to work with. in ISA i have to say from (e.g) 10-12

2- i want just one session for any username and password can work with anytime, I mean if someone can steal my username and password , can work with internet, so i want just one session of any password can work with internet.

are these possible in ISA

but if you use VPN you can configure the IE:
Tools, Internet Options, Connections, open Settings for dialup & VPN properties, enter the proxy address there.
If you see option for "Do not use proxy for local address", choose that one, also add your internal web otherwise they cannot access it.
