Users Deleting Files, any advise?

My company is using Windows 2003 server for a file server. Some of our not so computer literate users have deleted files by accident. Unfortunately, I don't really have the option of removing the delete permission. Users have to be able to delete files because we get updated files from clients on a weekly basis, and keeping all of them would be too much of a burden. I was wondering if there is any way, or program, that will allow the users to "submit a file for deletion", to myself or another manager. I would like the process to be as transparent as possible to the user. Having them email what files need to be deleted is not an option. Any help is appreciated.

Just a suggestion but what about another approach of using VSS to allow people to restore the files straight away with out asking you.

explore the options provided with "shadow copies" which should be a function of your server....it may provide an answer to your problems, or create a constant mirror of your data, which can only be added to, which is backed up every night, then erased ready for the next day...
