Users can't change printer in some Crystal reports

We have moved to W2K3 terminal servers but our Progression 7.6.100 SQL Macola and Crystal 7 software remains on W2K servers. Users all log on through a terminal Server session (no workstations, thinclients only). On some reports, when the user tries to change the printer to something else, they get booted out of CR entirely and cannot change the printer. If I go in as admin, I can change to the desired printer with no problem and then the user can run the report and print with no further issues. I know this sounds like a permission issue but I can't find it. The Macola directory including CR has permission set to full for all users as it should be. The reports also show this as true. It appears that any report I touch, I now own and the printer function is locked out for the users. Users all have the same access to the network printers.
I suspect this is a W2K or W2K3 permission issue complicated by Terminal Services.
