Users cannot open report design view

I have recently installed Access 2003 for a test group of users prior to doing a company wide upgrade. I have noticed that they cannot open reports in design view if they are a 'normal' user. Admins have no problem. As I am relatively new to 2003, can anyone tell me how to fix it. They all have printers installed and can open all other functions of Access.

This is a 'User and Group Permissions' problem.

-- Log on to your database as Administrator
-- Choose the Tools ... Security ... User and Group Permissions menu option
-- Look at the Permissions for the object type 'Report' and the 'Admins' user or group.
-- You should see all four Permissions check boxes are ticked
-- Now look at the Permissions for your 'normal' users.
-- I think you will see only the 'Open/Run' box is checked.
-- You need to check the 'Read Design' and 'Modify Design' boxes for all exixting Reports, and for new reports.
-- To do this, highlight all the entries in the Object Name list, tick the extra check boxes, and click [Apply].

By the way, if you have many users, and only a few need to create / edit reports, you could create a new User Group which assigns these extra permissions, then just put the 'Report Writer' users in it (leave them in the Normal users group as well). This will prevent the rest of the users 'exploring' where they shouldn't!

I've checked this and it doesn't work. Any other thoughts?
 
what doesn't work? You don't have the choices listed or the choices are selected but the users still can't get the design mode or.....?

Define 'admins' clearly - is this Access admins or domain admins or computer admins or ... ? I have a suspicion that the network folder permissions are out of whack, but even so, please give some details about the deployment(specifically: define admins).
 
Often, a report design view problem is a printer problem.
You may try to change the default printer driver.

This has to be an Access security issue. I would go back and recheck security. Also check the rights for New reports. Can the user open old reports in design view, but not recently created ones?

Out of curiosity, what is the name of the Workgroup file being used for security?
