Users cannot access shared files

I'm having issues with files that I bought in my new windows 2008 domain. Files use to reside on our old 2003 server. On the windows 2008 domain I have given users Full access without any luck. Please help.

Please specific what you mean by full access, is that share permissions or NTFS permissions or both??

Both. the funny part is when I transfered a directory, only certain folders are not accessible to user. Some are.
