Users cannot access database

I am connecting to an Access 97 database via Citrix Metafram 1.8 within a local area network on a Windows NT 4.0 TSE with SP6a machine. I have been having a problem if I log in as any user other than administrator, Access will open with an "error accessing system registry". I cannot perform even a simple task within Access without logging into Citrix as administrator. All other office apps run fine. I have tried several reinstalls of Office, service packs, and compatibilty scripts. I have also tried changing permissions of users, drives, folder, everything I can think of with no change. It seems to be some sort of permissions problem, but cannot figure out what else to try. Can anyone help me??
 
This is definately a permission issue within the registry, I see this alot with our custom built applications.

Use regmon from
Its a great tool for troubleshooting permission issues within the registry. Best use would be to run regmon on the server locally while connecting remotely as the user who is denied access.

Be careful and be quick, regmon logs get huge quick.
