Users can reboot server!

Ok ... users are not in the admin group, nor do they get the option to shutdown under the Start Menu or under "CTRL-ALT-DEL." Upon logging in, various users would get this message box that appears with the caption "Advanced INF Installer" The message within asks them if they wanna reboot the server. users don't read and they hit yes.

It's not always the same user though, so I can't pinpoint what's going on. This server was recently installed and users do not have the option to install applications.

That's a known bug in Windows 2000, you can find a patch at microsoft.com
