Users Accounts not loading

The only user account that will load is the Admin. All of the accounts with limited rights and the guest account will not load. It goes to a welcome screen and says it is loading your personal settings. It then says logging off and returns to the screen with the selection of accounts. I have tried deleting all of the accounts and recreating but the same thing happens. I have not disignated any other account with admin rights, I am afraid of getting blocked out of my own account.
