UserLocale wont load to Norweigan

Hi

I work in sweden and we just started a Office i Norway
I added support to Norweigan language by adding to citrix file this entrty: language=no
They got norweigan language
But now i need the regional settings to be norweigan as well.
Tried this in citrix file: UserLocale=NB-No
But it wont change the date to norweigan setting.
I cant ask all the users to in Norway to change it by themself.
What can i do?
