UserEnv.DLL and Unicows.DLL

Windows 98 OS

I've got a dll error with Unicows.DLL, because it is dependent on UserEnv.DLL. UserEnv.DLL appears to be an OS file, but it's not on 98. Anyone know how I can fix this? Does Unicows.DLL not work on 98??? Any help greatly appreciated.
