User without access gets FW prompt related to email content

I have a couple of users who do not have internet access, however some of the email they are getting contains internet links and as such the firewall prompt comes up for them. They click cancel repeatedly until this goes away, is there any other way to do this other than filter their email through exchange and remove any links and internet pictures that are embedded in the email?
