User unable to view Prefernces

OK, I have a user that needs to add a signature to his emails. When the goes to the Tools menu, there is no Preferences link to select. I've never had this problem before. I check the ACL of the user's database and he has full Person righs to it, just like everyone else does. Anyone got any suggestion? BTW, this is with Lotus Notes 7.0.2.
 
R7 ? A bit new for me - I have no experience with that. Nonetheless, in your case I would try to refresh the mail db design from the server.

A fixup from the Admin console could do some good too.

I've got nothing to hide, and I'd very much like to keep that away from prying eyes.
