User unable to open attached JPG in Outlook 2003

User received jpegs in email. User is using Outlook 2003, bundled with Office 2003. User has been granted power user privileges in Windows XP. User is unable to open jpegs, user is prompted to associate program with opening jpegs. Icon for attached file in email is blank.
When user is granted admin privileges, attached file in email is associated with Photo Manager, and user is able to open jpegs from email.
Has anyone found a workaround that allows users to open attached pix files without having escalated permissions in Windows XP?
 
When you go to file associations is the file type jpg and jpeg associated with Photo Manager when set as power user and if not what happens if you set it that way?

The answer is "42"
 
The file associations is set for the file to open in Photo Manager, but without the escalated permissions, the user is prompted to "Choose a program to open this file type" when the user double clicks the file.
 
try having the user associate windows picture and fax viewer to the jpg file ext. or atleast try to open a pic using that program. I know that prog can be used by anybody of any permission

you might have to go in as admin to change the associtation of the file.
 
OK- thanks for the help! Apparently user unchecked the "Always use this program" box, resulting in the user being prompted to select which program opens this file each and every time. It works now.
