User time is different to the root time

If you check the time for the user it is different to the root user.

Where do I need to check to make the user time the same as root?

It is different by one hour.
 
Check the value of the TZ environment variable for both the user and root.
 
Fixed it, had to change the permissions on the /etc/localtime file to allow the user to read the file.
