User still getting mail after account disabled

I have disabled a user account. Mail still delivers to that account. In the past, disabling the mail stopped mail from delivering.

Any ideas on why this is occurring? I've set his mailbox size limit to 0K so everything bounces now, but want to know why it occurs.

Previously if you disabled an account and did not give Self rights of 'Associated External Account' rights then mail would get bounced. One of the innumerable hotfixes for Exchange fixed that issue.
