User shortcodes problem

I've setup user dialing shortcodes from the shortcodes tab under users. My problem is with these shortcodes [9]xxxxxxx and [9]1xxxxxxxxxx. Even though I have them both in the user's shortcode list, I cannot make a 1 plus the number call. It gets to 7 digits and then just disconnects.

If I erase the [9]xxxxxxx shortcode from the user's tab, the long distance 1N calls work. I also have these setup as system shortcodes and this give me NO trouble at all. It's just when I setup the exact same shortcode for a user do I get the problem of the [9]xxxxxxx shortcode overiding the [9]1xxxxxxxxxx shortcode, which shouldn't happen at all!

Anyone else see this before?
 
You [9]xxxxxxx is going to pick up on every call. It will see the first 7 digits and then dial. you can try to put a ; on that and it may help. I have gotten away from using the [9]x's because it causes issues.
 
If long distance and local calls route over same line ID use this shortcode for example:
[9]N; N Dial 0

If local calls and LD calls route on different line ID use these for example:
[9]N; N Dial 0
[9]1N; 1N Dial 5
