User Security Wizard problem

Running Access 2000.

I have attempted to setup User level security by using the supplied User Level Security wizard.
I elected to create a new workgroup file and set the path/name of the file on the first screen (even though the field was greyed out).
The wizard seemed to complete OK. I added some users and on completion it created a shortcut for me.
All is OK when using this shortcut to access the database. It asks for the appropriate Usename/passwords and observes the appropriate permissions.
However, I can still open the database directly from its directory location without using the shortcut. Using this method, it fails to prompt for a username/password. This defeats the whole point of security.
I had the database already split before invoking the wizard, not sure if this is the problem.

You need to remove all rights from the Admin user and add a password to the Admin user.

Apologies for taking a while to respond.

I took your advise and the front-end can no longer be opened without correct name and password.
I think what is happening now is that the front-end is using it's own(workstation default) WIF, while the shortcut produced by the wizard is forcing it to be opened using the WIF in the command line path.
This is fair enough, but I would have thought I could force an access database to use one particular WIF, no matter how it is opened.
I am using 2000 at work and don't get the option to enter a workgroup administrator. I do however get this option at home under Access 2003.
