With Outlook and Exchange ndividuals can delegate the right to send email on their behalf

Click the Delivery Options button on the Exchange General tab of the user in active directory to open the dialog box .

This type of delegate access is called Send On Behalf Of permission. By clicking the Add button, you can grant this permission to any recipient in Active Directory.

or

Open your Outlook Inbox.
From the Menu Bar, select Tools and then Options.

From the Options window, click on the Delegates tab. On the Delegates window, click on Add. In the Add Users window, locate the person you want to give specified permissions to, in the “Type Name of Select from List” field.
With the person’s name highlighted, click the Add button.
Click OK.
You will now be in the Delegate Permissions: Delegates Name window.
Click on the down arrow next to the Index field. Select either Author or Editor (selecting editor will allow the delegate to edit items in your Inbox folder).

Note: At this point, you may also choose to give the delegate permission to access other folders, such as your Calendar or Contacts.
Click OK.

Now back in the Delegates window, you will see the delegate’s name in the field. Click Apply and then OK.

This was great, Thanks.
But it comes up with the persons name on behalf of the user.
For example Fosbery, Daniel on behalf of Preston, Sean. Anyway to get rid of that and get it to just From: Preston, Sean

That's why it is called send as behalf of :)

You mean you want to send as a user

In the "Exchange-enabled" Active Directory Users and Computers tool, go to the Security Tab of the Properties for <userid>, add the Active Directory group and ensure that only the 'Send As' box is checked.
(click advanced features on in view if tab security is not available)

To actually send a message on behalf of someone else, start a new message and then click on View -> From Field to display the From field. Enter the From address as appropriate. Send the message to yourself first to make sure that the other user's address really does appear as the From address
