User Rights across SCN

I have a couple of customers with new SCN. all systems at 8.044.
If I use user rights to programme buttons and then log on to another site I lose the button programming completely. Is there a way round this please?

When you hotdesk in a SCN then all sites must have all the create user rights!!!
If this is the case then you will not have this problem.
