User required to add/remove programs on Win2003 server

Does anyone have any ideas on how to add a user that we do not want to give admin access on a windows 2003 server to, but still have the ability to add/remove programs?

You could try giving write rights to the registry and to the file system.

What DON'T you want the user to be able to do? You might want ot look at making them a server operator instead.
