User Profiles remove themselves (sort of)

OK...I am assuming this issue has to do with Group Policies...

Symptom:
In the User Accounts Control Panel, the domain user that logs on to that machine does not get added to the list of users allowed to access the computer. If you add a domain user to the list and add them to a local group (using control panel applet) the user's name remains there after logoff/logon; however, is removed after a reboot.

The profile (local not roaming)remains on the computer; however, is simply not showing in that applet.

In a Win2K3 AD Domain
I do have a GPO that restricts the local Administrators and Power Users group.

Does anyone have an idea on what might cause this?

Are they in either the local guests or domain guests group?
 
sounds to me like your domain security policies are too restrictive. Find out what it is that you want your users to access on the local machines and either give them access at the ntfs AD group level (for what they need) or modify your domain security policies accordingly.
