How would you setup users so they could install/use software (like a user logging into a system for the first time that has to install/configure Outlook when clicking on it) but not grant them Admin or poweruser privileges, just setup as a normal user. Are there any special registry keys, entries that would accomplish this and if so where?
 
You would have to use the Software Deployment of AD. This requires setting up GPO's. The programs you want to install must have an .msi file.

Is Outlook already part of the PC Image that is automatically getting installed on every PC or is it just getting installed on user PC's that are using MS outlook ?

If Outlook is already on a PC with basic Privilages the user should be able to set up outlook without a problem, No ?
