Remove the user's SMTP address to stop them receiving incoming email. (Email addresses tab in the mailbox properties in Exchange Administrator).
To restrict sending go into Exchange Administrator, choose Configuration/Connections/Internet Mail Service. Click the Delivery Restrictions tab and add the user or users to the 'Reject Messages From' box. You may need to restart the IMS to activate this.
