User Policy in Win2K Server + SP2

I have just installed Service Pack 2 beta on my 2000 server.
I know its a beta and they tend to have problems. Anyway, I can no longer upgrade any users from Power user to Administrator. When I try it tells me no network path found. I could do it fine until SP2. We are not using Active Directory so I don't think that is the problem> I have 2 users I need to give Local Admin rights to that I cant. Any help is greatly appreciated.
