It's available, but there's some debate as to wether using it affects your score. My opinion is no, if they didn't want you to use it, it wouldn't be available in the simulator.
There has been a great deal of effort to make the simulations as accurate as an actual router so you don't have to learn "simulator IOS" to pass the exam. The essential features are in the simulators such as abbreviated command syntax and ? help. Commands that are not relevant to the task at hand are not supported but there are a surprising number of commands that always seem to be there, including debug in many cases. The test writers have worked diligently to make the Cisco tests an accurate measurement of whether you know what is necessary for each level of certification.
