User not always able to log off

A Client has a Win 2K Pro PC that regularly does not allow a user to log off (and/or shutdown). The only way I have found to make it work is to Alt+Ctrl+Del and Lock Computer then log on as one of the users with admin rights. A message is shown indicating that it is "forcing" the "locked" user to log off. I can then log off (and shutdown) as the admin user.
