User Manager for Domains won't start

I am running Windows NT Server and when I attempt to access User Manager for Domains I get the following message
"Insufficient system resources exist to complete the requested service. Do you want to select another domain to administer?" I have new users I want to add to the system and old ones I want to remove and I can't. Can anyone help. Live Long and Prosper
 
Are you a Domain Admin? Are you logged in as the Domain Admin for your Domain?
 
Are you running user manager for the domains on the server or from your workstation? If not from the server - can you run it from the server?
 
I am getting the same thing all of a sudden. I can reboot the server and it will work fine for about 12+ hours. Then it goes back again. It is now starting to sound like a recent patch that was applied.
 
I am running user manager for domains from the server. I also have the problem when I restart the server it works briefly and then stops again. I have some DOS commands to add and delete users but I really need to access User Manger.
