Is there a way, in COBOL, to determine which user has issued an explicit lock?
 
If it's pervasive, then you can always look at the monitor utiity and active files/users to see who's doing what. As to whether it's possible in code - I'm not sure but you could try to manipulate any return codes you get to see if there is any evidence in there...
 
Pervasive.SQL 2000 supports the Distributed Tuning Interface (DTI) and an object version of the same (DTO) for developers who want to programmatically get at the same information that's displayed in monitor.
