User Inactivity Timeout?

I have gone into the CMC, Manage Servers, and clicked on the RAS server and gone to the Server tab and changed the User Inactivity Timeout value to 1 minute and clicked on Apply in an effort to find out what this setting really does. I then logged into ePortfolio as a user and sat there idle for more than a minute. I thought that it would kick the user out of ePortfolio if they were idle for 1 minute.
I then scheduled a job as that user that runs for more than one minute and it ran to completion and it took 3 minutes. So, my question is, what does the user inactivity timeout setting actually do?

OK, I think I have to restart the server for it to actually take effect and kick users out. I am going to do that now...
