user in a hotel can't dial local numbers

Hi All.

I need a little help as I can't find where you allow a room to dial local numbers

I have checked under TRS, Exception codes, and added NPA-NXX to it but it still doesn't work.
Is there somewhere else this is blocked?

Can those extension call operator?
What model phones do you have, analog or SIP?
Whether they get a busy tone or silence?
Sorry what is NPA-NXX ?
