User has to grab ringing line intermittently...?

Perhaps this is a quick question...why might a user on a digital set (5420) when picking up the handset to answer the call HAVE to choose the ringing line (a=) to answer the call? This happens 2 to 3 times a day from what they are saying but all other calls that come in to both receptionists establish communication upon picking up the handset...
 
It could be that the handset is not put down properly
Or the phone is configured as offhook station

Perhaps the handset is not being put down properly...but, if that were the case, does the line go idle after the disconnect or would it stay off-hook? The call would ring on the second call appearance wouldn't it? I just can't see how on a day to day basis these two receptions are not placing the handset completely on the hook-switch...they are kind old though so it kinda makes sense but still. btw, I'm not onsite..
 
When disconnected by the other end it will end
normaly when you do nothing a dialtone times out after 30 seconds so the CA is idle

If the ipo is on 4.x or 5.x then use system status and let it log continuous so you can look back
