User Groups Legato 7.2.1

I am looking to configure Legato 7.2.1, Build 311, Platform 2003 Server SP1, for a user to _only_ monitor networker.

In "User Groups", "Users", I set the Users: "group=localservergroup, host=localserver*@*"
Only set to Monitor

The "Administrators" is set for: "group=localservergroup, host=localserver*@*"
All Administrative tasks

The target user for monitoring is not part of any administrative group.

What is the signifigance of the *@*?
Any user running networker is at an administrator level, why?
How can I configure a user to only monitor?

Simply uncheck the privileges "backup local data" and "recover local data" for the users.
