User Forward not forwarding 1 line app to user

IP500 v2 Latest 11_1_2_2_0
Using 9508 phones. I have all calls answered by the AA 24/7 There is a selector code for ex100 (Recept)
I also have line 5 set on her phone as line app. This is used for a gate. THe caller presses the gate code and it calls a CO trunk and rings in on line 5 Line app.
When she walks away from her desk she uses User Forward to another internal ext. All calls forward but not the line app used for the gate. I am not sure why, any thoughts?

The other extension needs it own copy of the line 5 Line Appearance.

Stuck in a never ending cycle of file copying.
