User doesn't have the shut down command

Hi,
Can anyone help me, I've installed 3 new xp machines on an existing windows 2000 server network. I have the users logging in as User1 as when they log on they then use Terminal Services for all their work. The problem is when the user goes to shut down their local pc - they only get the log off option when the "What do you want the computer to do?" dialog box comes up - even when you log onto the network with Administrator user. I've run rsop on the xp pc and can't see anything in Group Policy that is stopping the user from shutting down the pc. I've created an organisational unit for this one user and blocked inheritance from any other group policy object. Please help?
 
In the local security settings (secpol.msc), I see Local Policies, User Rights Assignment, Shut Down the system. Could that be it?
