User doesnot have enough permissons to execute the operation!

I'm running Windows 2000 Server and when a particular domain-user, tries to export data to in his home directory (Z:\home\user).
Code: 
 User does not have enough permissions to execute the operations
pops up. But, he is able to copy the data to his folder, but not able to export it. He has full control to his home directory.

What would be the problem? The clients run on Windows 2000 Professional and Windows XP.
