User creation problems with address book

I am using Windows SharePoint services and am attempting to ressurect an inherited system. When attempting to create a new user I go through all the user creation teps on the admin page (Site Settings>Manage Users>Add Users) but at the end of the process I see an error page with the message "The user does not exist".

I would be grateful for any help.
