User context question

I am wondering if there is an Active Directory equivalent to the Novell Context. In Novell each user can be part of a context, or location. It is usually something like:
.username.city.building
This allows you to have several users that have the same login name (for instance 01, 02, 03) but have different access rights.
I know in AD you can add users to groups, but is there an equivalent to context in AD?

BTW: Running Win2k server and users are running Win98 if that helps any.
