User can't forward from some extensions on BCM 400

I got a report that there are a few extensions on a BCM 400 that cannot CALL FORWARD to an external number, but most users can.
They are using FEATURE 4, dialing 9 and entering the external number. Some users get an error INVALID NUMBER as soon as they dial the 9, even though they are valid cell numbers. Any ideas? Other than User Error? They have a PRI.

If they can dial normally out using 9 then go into Set Capabilities and enable "Allow Redirect"
Is is an option because if everyone had it then all the lines would be tied of with 2 lines per user so be cautious of who gets it and/or why they should have it versus Off Prem Notify from the mailbox.
